Qualifications: Requirements and Qualifications:

•Advanced Degree in Business Administration (MBA), Public Administration (MPA), or a Bachelor’a a a s Degree and 5-10 years of equivalent experience.

•Comprehensive understanding of federal and state regulations, cost policies, specialized accounting principles, and in-depth knowledge of university policies and procedures relating to contract and grants accounting requirements.

•Expert knowledge of the principles of allocability, allowability, and reasonableness as they relate to OMB Circulars A-21, A-110, A-133, and SAS-112; expert knowledge of Federal Acquisition Regulations and principles of cost accounting standards.

•Extensive knowledge of the campus operational and financial systems, and experience in developing and implementing systems and procedures. Must demonstrate high-level ability to use and create technology solutions for business problems.

•Creative and skilled problem solver able to resolve complex issues and make decisions in a dynamic environment. Initiative, adaptability and conflict resolution skills to establish leadership and credibility across organizational units, required.

•Excellent interpersonal skills to work with diverse groups across all levels, and ability to work under pressure of deadlines in an environment of changing priorities. Responsibilities:

• Oversee unit responsible for administration of extramural funds for the UC Berkeley campus.

• Establish work priorities and assignments to ensure accuracy and timeliness, and provide training and problem-solving support to ensure that University and other regulatory requirements have been met.

• Navigate complex organizational and political structures to introduce, develop, and successfully implement new systems and best-practice initiatives to improve the efficiency and accuracy of post award financial systems.

• Develop protocols and implement campus-wide policies and procedures that ensures adherence to agency regulations and protects University assets.

• Provide value-added financial information and analyses to campus research units to support high-quality decision-making regarding post award management of contracts and grants.

• Provide guidance to EFA and campus departments for complex research and problem resolution requiring specialized knowledge of research administration protocols and various federal, state and local agency regulations.

• Develop and maintain financial controls to measure performance, reduce costs through innovative actions, measure resource commitments against needs, and to ensure that spending patterns are within acceptable limits.

• Recommend allocation or reallocation of budget resources to support long-term plan.

• Serve as primary contact and campus expert for interactions with federal and other external auditors on University contracts, grants, and gifts.

• Exercise tactful communication and negotiation skills in mediating conflict between research program imperatives and conflicting business and regulatory requirements, to control the campus exposure to risk.

Other Information: The University of California, Berkeley, is the preeminent public university in the country. We're also one of the leading employers in the San Francisco Bay Area. We are currently seeking an Extramural Funds Accounting Director within the Controller's Office. Reporting to the Controller, the EFA Director has management responsibility for the administration of approximately $500 million annual external funding received by UC Berkeley--$400 million via governmental and private contracts and grants; and $100 million via gifts and endowments.

The Extramural Funds Accounting Director provides leadership in developing policies and procedures to provide professional level awards and gift accounting services. The incumbent directs supervisors and staff in post award administration, gift operations, financial reporting, billing, collections, and financial analysis and reconciliation activities. The EFA Director works with other campus departments, other UC campuses, and the Office of the President, to establish strategic plans and objectives on fiscal post award and compliance issues. This position has management responsibility for a staff of 9 direct and 19 indirect employees.
